Simulated credits
The local harness models marketplace calls at $0.10 compute plus $0.40 compliance per call by default. This is a simulated ledger in v1, not a fiat balance or promise of provider settlement.
Providers
Provider endpoints remain independent third parties. Signed ZDR attestations describe declared policy; reports and freezes are eligibility controls, not a substitute for provider-side security or legal due diligence.
